New FISAT-Logbook "PERSONAL SAFETY LOGBOOK FOR ROPE ACCESS" - Instrutions for Users

The FISAT-Logbook serves as evidence of personal operating time employing rope access. The issuer of this logbook, the FISAT – professional organization for rope access, recommends to all users the documentation of their service times as evidence of their professional qualifications for clients and employers, legally mandated insurance providers, government agencies, as well as the professional organization.


Beginning with the year 2011, documented operating times with qualification as rope access technician Level 2 are also the prerequisite for admission to the Level 3 examination. With the introduction of a minimum service time, sufficient practical experience for the assumption of the responsibilities of a rope access supervisor is ensured.

Documented service times are to be confirmed by a rope access supervisor involved in the job on site, preferably by the responsible supervisor.

Examinations for rope access technicians as well as participation in the annually required refresher courses are to be affixed at page 94 ff in the FISAT-Logbook.

The logbook is to remain in the personal possession of the rope access technician. Rope access technicians receive new logbooks from FISAT certifiers upon participation in an examination or refresher course.

How much does the FISAT-Logbook cost?
The FISA-Logbook is free for all FISAT certified rope access technicians.

Where can I get the FISAT-Logbook?

FISAT-Logbooks are presented by FISAT certifiers to participants in an examination or refresher course.

Do I have to use a FISAT-Logbook?

No. Only candidates for the examination for Rope Access Supervisors Level 3 must have a FISAT-Logbook as documentation of the minimum experience required. FISAT recommends that all Rope Access Technicians use the FISAT-Logbook to document their technical qualifications for employers and clients.

Who confirms my participation in an examination or refresher course in the FISAT-Logbook?
After passing the exam or refresher course, the FISAT ID Office will send your ID documents with 2 stickers. One of these is to be affixed to page 94 of the FISAT-Logbook. You may use the other sticker in your (orange) PERSONAL SAFETY LOGBOOK from WEG or DGMK, if you happen to have one.

How is my minimum required experience for participation in the examination as Rope Access Supervisor Level 3 checked?
Required work time is checked by the training company at the time of your registration for the exam. Should there not be sufficient work time documented, registration for the exam may not be completed. The FISAT-Logbook must be presented to the certifier present at the time of the examination. He/she checks the documentation during the written exam. Should there not be enough work time documented, the candidate's exam will be interrupted and marked as not passed.

Does my work time as Rope Access Technician Level 1 also count to fulfill the prerequisite for participation in the examination for Rope Access Supervisor Level 3?
No, only work time as Rope Access Technician Level 2 is recognized.

Are minimum service times required for participation in the examination for Rope Access Technician Level 2?
No, currently not.

What service time can be documented?
Basically only activities performed at the operating site (a building site, for example) can be documented. The following activities count here:

  • All rope access.
  • Setup, alteration and dismantling of rope access equipment
  • Selection of materials, preparation and post-processing of materials on the operating site.
  • For level 3 supervisors: Management of the deployment.


Are instructions and training times for industrial rope access also recognised as service times?
No, because these do not reflect the practice-related situations at the operating site and consequently do not achieve the object of “practical experience in daily work”.

Can I log stand-by hours for safety and rescue duties for industrial rope access?

Yes. Times when you have been ensuring the safe work of your colleagues on safety and rescue duties can be entered in the FISAT Logbook as service times. The work that is safeguarded this way must involve industrial rope access.

Can I log service time as a high rope rescuer?
No. Times when you have been active as a high rope rescuer for safeguarding third-party equipment and for safeguarding employees using PPE against falling may not be entered as service times.

Can I log service time as trainer for industrial rope access?
Yes. With the exception of examination days and days spent only on theory.

I am active in the planning and project management of rope access work. Do these times count as service times?
No, as they do not provide the desired experience at the operation site and the necessary team management.

I work in a company that only uses industrial rope access very occasionally. Consequently it is not possible for me to demonstrate that I have done the service time required for level 3. How can I safeguard the deployment of our employees with supervisors in spite of that?
Our experience on building sites, and in the annually repeated instructions, shows that it is precisely those users with little or infrequent service times that show significant shortcomings in the safe deployment of rope access equipment. This aspect stands out more and more in assessments of hazards that arise in typical conditions on a building site. So, in our view, there are two options:
a) Employing an experienced Rope Access Supervisor /FISAT Level 3
    (whose deployment time and experience can be checked in the FISAT-Logbook).
b) Find support from one of our experienced member companies and book external supervisors for your tasks.

Can supervisors from other associations approve my service time?
No. Any documentation should take place in accordance with the FISAT regulations under the management of a FISAT Rope Access Supervisor (Level 3) with a valid certificate. As the FISAT safety and work directives count among the highest standards throughout in the world, any approval from supervisors from other associations are not accepted.

Can any service time from before the introduction of the logbook be credited?
Yes. All service times before 01. July 2011 can be entered retrospectively. Such service times must also be approved by a supervisor.

Why were minimum service times introduced as a precondition for passing the level 3 exam?
In safety aspects of the work on building sites, greater expertise is expected of rope access technicians who have a supervisory function. Acting with foresight and in a targeted way can only be achieved through practical experience. And such experience can only be gained through daily work deployment and through responding to a variety of changing situations.
 
Solving safety problems with confidence through targeted deployment of anchoring techniques, ergonomic rope access techniques and regular positioning procedures cannot be achieved in a school-based training company.

Each and every industrial rope access user, particularly if they are newcomers to the profession, has a right to have a competent supervisor who can meet the requirements for the prompt realisation of the very latest health and safety regulations on the basis of their own experience.
